  1. When I was 15 I got my first credit card. My mom was very careful with me and always bugging me to make monthly payments. As a 15 year old this was needed. When I was 22 and going to college she was still doing this. I had to have a conversation with her about letting me be an adult.

  3. Proposition: The US federal government should remove all regulation on gambling on American Indian Land.

B          Health

1          Disproportionately high rate of just about every disease including diabetes, heart disease, and cancer (United South and Eastern Tribes Conference as reported in The Houston Chronicle, 6/5/00)

2          Arma Romeriz, interim chief for the office of family planning at Dept. of Health Services in California Journal 5/1/00 said “It’s a crisis situation with Native Americans, the health status of Native Americans is pretty poor, and they are at higher risk for social and psychological health factors, we are very concerned about them.”.

3          Overwhelming majority of Indian woman receive no prenatal care till the third trimester (California Journal 5/1/00)

4          Native Americans lack access to heath specialists and out patient facilities (California Journal 5/1/00)

1          Unemployment at 45%-80% on reservations

2          Mean income on reservation is $12,000

III        Blame

A         The 1988 Indian Gambling Regulatory Act gives states the ability to negotiate in “good faith” with native tribes on issues of gambling.

  1. This has led many tribes to have no ability to run gambling operations on their sovereign territory.
  2. Gambling is the only area where states and not the federal government has jurisdiction over native tribes.

a          The state of Arizona allowed the White Mountain Apache tribe independence over gaming with no regulation

b          The Apache pledged casino revenue for capital improvement bonds to fund construction of several projects that would have been indefinitely delayed or impossible without the money

c          Built a 25 bed substance abuse facility

d          Built a tribal museum and cultural learning center to preserve culture

e          Built a youth center

f           Built an elderly day care center

g          donated $1 million for a public school gymnasium

h          Expanded tourism in case gains from the casino were only short term

i           Made the reservation uniquely positioned to attract tourists for different scenery, historical attractions, and outdoor adventure
